Предметом статистического изучения платежного баланса и СНС являются одни и те же резидентные хозяйственные субъекты (residents entity), а также виды реальных ресурсов и финансовых активов (financial instruments in SNA and BOP). Однако платежный баланс представляет собой открытую систему, предметом изучения которой является лишь одна сторона каждого потока. Если в СНС импорт товаров показывается одновременно как закупка пО импорту в счете производства и как продажа по импорту в счете других стран мира, то в платежном балансе импорт фиксируется лишь однажды — как приобретение реального ресурса (дебет). Платежный баланс учитывает все притоки в резидентный сектор (residents of an economy) и оттоки из него.
